ENVIRONMENTAL PROTECTION NOTICE

Application for a new permit under the provisions of the Environmental Management Act.
We, Net Zero Waste Eastgate Ltd. (NZWE), at 250 Placer Belgie Forest Service Road, intend to submit an application to the Director to obtain a permit for the East Gate Composting Facility under the Organic Matter Recycling Regulation (OMRR). The permit would authorize the facility to produce over 5,000 tonnes of compost per year. The facility will process up to 80,000 tonnes of material per year which will include 60,000 tonnes of compost feedstock and 20,000 tonnes of recycled overs. The facility will produce Class-A compost. The operating period for the facility will be 24 hours/day, 365 days/year. The land upon which the facility is situated is Block A, District Lot 447, Similkameen Division, located east of Crowsnest Highway (Hwy 3) and the Similkameen River, within the Yale District.
The compost feedstock used at the facility will consist of all items included in Schedule 12 of the OMRR. The leachate resulting from the composting process will be stored in a 38,000 litre (10,000 gallon) leachate storage tank. Leachate will be recycled at the facility and used in the composting process. No leachate will be discharged to the environment. On occasion, leachate will be removed from the tank for off-site disposal at an appropriate waste management facility.
The facility will carry out a groundwater monitoring program to assess potential groundwater impacts resulting from composting activities.
Any person who may be adversely affected by the proposed permit and discharge of effluent and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, with a copy to the Regional Director, Environmental Protection at 102 Industrial Place, Penticton BC V2A 7C8. The identity of any respondents and the contents of anything submitted in relation to this application will become part of the public record.
